How Legacy works

Unlock: Becomes available when your first character reaches level 25.
Resetting: Perks can be unlearned (cost rises per reset and decays by one reset per hour). Talented cannot be unlearned while its talent points are spent.
Hardcore: One way only: progress from Hardcore can flow to other rulesets, not the reverse.
Later patches: 16 is a seasonal cap; Blizzard says caps, challenges and perks will grow in later patches (no dates).
